Form of Government
The City of Quinlan operates as a General Law city, as regulated under the Texas Local Government Code. A General Law city is a municipality that is limited to governmental structures and powers specifically granted by state law. Typically General Law cities have a population of less then 5,000.
Qualifications for Mayor and City Council Members in General Law Municipalities:
- Be a United States citizen
- Be a resident of the State of Texas for at least 12 months, as of the deadline for filing to run for a place on the City Council
- Have resided in the City for at least 6 months preceding election day
- Have a current voter registration certificate
- Be 18 years of age or older upon the commencement of the term to be filled at the election
- Have no felony conviction for which has not been pardoned or otherwise released
- Have not have been deemed mentally incompetent by a final judgement of a court
